New Domain Account Policy question

When establishing a 'new' domain account password policy
to force password restrictions (length and expiration)
will all users in the domain be immediately required to
chagnge their passwords? or will the policy be applied to
the domain accounts over some period of time? (Note: this
is the first time a policy is being used on the domain)
