dialup entry not made in vista 32 when installed thru "found new H/W"

RasSetEntryProperties function is failing when i m trying to spawn my
setup.exe through "found new hardware" wizard. & not when i install my
modem thru clicking setup.exe directly.

as a result dialup entry is not made. Why is it happening only with
"found new hw" scenario?

any idea?
