NT 4 Server, RAS, distinctive ringing?

I am trying to set my laptop at home up as an ISP with distinctive
ringing [dr]. I have learned this future was left out of Win2K, and
was wondering if NT 4 Server supported it? If so, what success have
people had with using dr as a cost-effective alternative to getting a
dedicated line or subscribing to a "real" isp?

My goal is to use my cell phone to dial into something, be it my laptop
at home acting as an ISP, or a real ISP, using only voice minutes (would
use it only sparingly) to bypass my cell provider's outrageous separate
data costs.

The more involved I get into this project. the more I am considering an ISP.
