Password Ageing

If we setup password ageing to 120 days ( NT 4.0 doamin and Win 2K3 AD)
today. Do all users have the ageing counter set to 120 days. Or does the last
time ( before the Agening was enabled) the user changed his password comes
into play also...thanks?
