Default Change in DHCP Scope



I currently have a windows NT network running using DHCP addresses in the
range of 199.x.y.150-199.x.y.254. The DHCP server is the PDC for the
network and has an address of 199.x.y.10. and there is a WINS server at
199.x.y.12. I have several other machines in my network that have fixed IP
addresses in the range 199.x.y.15 - 199.x.y.100.

I need to change all the IP address on the network to 172.x.y.z. DNS server
and gateway addresses will be changing as well, but the subnet mask will not
change.

Can anyone point me to a source on how to best accomplish this or provide me
with some direction to accomplish this is the most expedient way?
