Signatures in Terminal Server and Outlook 2003

When my users logon to TS and then open Outlook, they want to add their
signature to an e-mail from within the email itself and their signature does
not appear in the body of the mail.

More info would help, such as -

What version & SP of Outlook?
Are you connecting to an Exchange server?
Does the user have the signature defined in their Outlook profile?
Are you using Word as e-mail editor, and if you change that to use the
built-in Outlook editor instead, do you have the same issues?

Etc.
