Default Where is the option to create rule from blank?



Could not find creating rules starting with blank rules as it was in Outlook.
Windows Mail has only 2 options to create rules, no "except..." specification
at all. I can not work without well-defined rules!!!

Like Outlook Express, Windows Mail has no "blank" option. When I want to do
that I enter the vowels individually (clicking Add for each one) and then
click Options and select does not contain.
