In windows XP I was able to see the different workgroups and brows the
computer that were part of them without changed my workgroup to match. In
vista I have to always change my workgroup to be the same as the computers I
want to access. Is there a way to share files with computers that have a
different workgroup name then me?

yes they are.
In XP I would go to my network places, then click view workgroup computers
then go up one directory level, then it would show the different workgroups
on my network
