In Remote Assistance you have the option to "Offer to help someone" by
entering their computer name or IP address. Does that allow the "trusted
expert" to initiate the session? Does the IP address have to be within the
local network or domain? Can't find any info on this.

It'll have to be within the network - usually the domain. If you have ADFS
on your servers, that'll enable you to communicate across domains.

Also works if you have a fixed IP or DNS name for your computer.
