Where did the Change Scope button go?

Running 5472 and trying to change the scope for file and printer sharing,
but cannot see the "Change Scope" button.
I can see the "Change Scope" button for any new ports or programs I enter,
but nothing for the built-in programs and ports. I am in a workgroup so
this cannot be from domain policy. Is there a local policy setting which
controls this?
