Default Force Save dialog on PDF download

Is there a way to force the Save dialog when you click on a link to a
PDF download? I've set the Internet settings in Adobe Reader, but the
files download and open in Adobe Reader without a confirmation.

I'm pretty sure this has to be a Windows setting, not Adobe.
