Not that simple. Shelters are at the mercy of poorly bred and raised
puppies, Parvo can sweep through a kennel in no time. Once one in
a litter test positive, most shelters will euthanize that litter (lack
of space and resources for isolation and too high a risk).

Sorry for your friend/cousin/cousin's friend, but it's always going to
be a risk.
