This is related to bug #25847 which is still open.
openLdap client library has a useful option : LDAP_OPT_NETWORK_TIMEOUT,
which can be used to cancel a connect attempt if the ldap server is down or
does not answer.

I don't know if it's the best way to get this option implemented in PHP
but it works for me.
