Its Windows XP - SP2 is causing problem but I don't know why. I tried with Win 2k machine and it is downloading it properly. Not checked the file contents yet. The download instructions for XP-SP2 says about unblocking but actually it doesn't proceed till that step. Probabally you need to update the instructions saying Its not possible to download for XP-SP2 with IE combination. (I'm still not sure what's wrong with XP-SP2 though, but anyways) Thanks.
