Nothing, it seems, is too bizarre to happen in the
theatre of the absurd that is Pakistan, particularly when
the events on the stage are scripted by its Inter-
Services Intelligence (ISI) Directorate. This was sharply
underscored last Saturday when a Pakistani paper reported
that the country's Interior and Narcotics Control
Minister, Mr Makhdoom Syed Faisal Saleh Hayat, had warned
India and Kabul against promoting terrorism directed
against his country from their soil. Though Kabul had not
been so warned earlier-no doubt because it was ruled by
the Taliban, jointly spawned by the ISI and the United
States's Central Intelligence Agency-India had been, and
for the obvious purpose of diverting attention from the
real perpetrators at home and scoring propaganda points
against New Delhi which has repeatedly proved, with hard
evidence, Pakistan's sponsorship of cross-border
terrorism against it for over two decades. Significantly,
Mr Hayat's warning came in the wake of a recent suicide
bomb explosion in a Shia mosque in Quetta which left 53
persons dead and consequent tension, aggravated by mutual
killing between Shias and Sunnis in the region.

That Mr Hayat should ignore the long, gory history of
Shia-Sunni violence in Pakistan, which led to the banning
of the Sunni militant organisation, Sipah-e-Sahaba, and a
Shia one, Tehrik-e-Jafria, in January 2002, is odd but
entirely understandable. His purpose was to bolster
Pakistan's campaign against India's growing presence in
Afghanistan, and particularly the opening of Indian
consulates in Herat and Kandahar. Mr Hayat let the cat
out of the bag when, in the same breath in which he
warned India and Kabul, he said that Islamabad had
conveyed to the latter its concern over the establishment
of Indian consulates in the two cities. Indeed, his
pronouncements seem to be part of a concerted attempt by
Pakistan's military establishment-which now calls the
shot from behind the scenes and justifies its hold on
power on the spurious ground that it alone can protect
that country from India's "aggressive designs" -- to
scuttle Prime Minister Atal Bihari Vajpayee's offer of
peace and friendship, which has caught them on the wrong
foot. If President Pervez Musharraf himself made the
first move in this direction by holding out, during his
interview with an Indian television channel not so long
ago, the possibility of a repeat of Kargil, Mr Riaz
Khokhar, the country's India-baiting and overbearing
Foreign Secretary, chipped in more recently when he
accused this country of exporting terrorism to Sri Lanka
and trying to derail the process of regional cooperation
that is sought to be promoted by the South Asian
Association of Regional Cooperation (SAARC).

Mr Khokhar seemed to have conveniently overlooked the
fact that at the meeting of the SAARC Standing Committee
in Kathmandu on July 9 and 10, India had agreed to the
holding of a summit-level meeting of the organisation in
Islamabad from January 4 to 6 next year. Pointing out
that this consensus could not have been reached if India
was not going to participate in it, Foreign Secretary
Kanwal Sibal, told reporters in Kathmandu on July 10 that
Mr Vajpayee might be going to Pakistan to attend it. But
then, "truth" can mean its very opposite in Islamabad's
doublespeak -- a fact that New Delhi has learnt to its
cost.
