Rumsfeld's troop "rotation plan" is a scam.
I'm missing something here. First of all the foreign troops
can replace the US troops in more peaceful areas. I fail to
see a problem with that. Second, the two Nat Guard brigades
are more "hot bodies", needed for minimal conflict and to
perform mostly guard and police functions--for which they
would need extra training, the Nat Guard not having units
that ordinarily do that, with the exception of a few MP
units.
The Army division that just returned home from Iraq was the
4th Division, that didn't see all that much action, and are
still "fresh" for re-deployment. And last, but not least,
the two "new" Army brigades are "Stryker" brigades, Rumsfeld's
new light mobile units that have just been certified in a
major training exercise but have never been "application
tested", in a war zone.
And the last two are *very* important, because current plans
are for the vast majority of the heavy combat forces to be
converted to Stryker brigades ASAP, so *everything* that
happens to these guys in Iraq will be watched like a hawk.
