Default Mumps/VA/Dod/intercommunication



I'm poking around in the hardhats google group to see if I can get a
better understanding of how it came to pass that medical records for
soldiers wounded in Afghanistan and Iraq dont make it smoothly to the VA
here at home.

A second, but in my mind related question, is whether the VA system (is
it correct to call it Vista?) is an example of a really good system
(i.e. one mostly loved by the people who actually use it) implemented in
a technology which is now either:
A) Somewhat long in the tooth
OR
B) Has evolved, but eccentrically so that it forms something of an
esoteric, isolated, "alternate universe" in the computing world.

If so, is it more like A, kept alive on the strength of the applications
despite its ancient provenance, or more like B?

I know that such beasts exist, because I've come accross them on a
smaller scale. For example, there's a very nice asset control system


drawback. Its written in dBaseII (or some clone such as clipper or Foxpro).
