I wouldn't say "stagnant" - but certainly this is a POSSIBILITY - given the
LACK of vendor *announced* plans for supporting the 2002 ISO COBOL Standard.

ONLY Micro Focus (as far as I know) has publicly committed to EVENTUALLY
providing a 2002 conforming compiler. (The Siemens portion of Fujitsu *may*
have, but I haven't seen it - in English).

IBM and Fujitsu have given medium-strong indications that they see little
CUSTOMER demand for it (although both are certainly providing
medium-frequent enhancements to their current strategic compilers - just not
ISO 2002 conforming).

RM doesn't even provide Intrinsic Functions (unless I missed this
somewhere). Realia and AcuCORP have done "new releases" - but I haven't
seen MAJOR enhancements in them (much less 2002 conformance).

So, in answer to your question, I have seen SOME evidence, but certainly
nothing certain.
