Moscow ML is avaliable in source for unix, windows...
and an old version that supports a variety of OSes, so it's probably
stardard portable (ish) code.

The closest thing I know of (no flames, please) is a scheme
implementation called "lispme." It has been around for years and is
actively maintained. I believe it uses the gcc compiler to build the
implementation. I suppose the developers could give good advice for
porting another language such as an ML.
