pop up menu 'quesiton mark' problem

I had the same thing happen to me and I pulled my hair out until I tried this.
Open the html file with NoteTab Light. Select Modify>Characters to
HTML>Extended Characters (or do Shift-Control-H). Save the file and try viewing
it in the browser again. This took care of it for me.
