Default Editor for Cobol

Eclipse has a project in place to have a COBOL IDE. I believe Fujitsu
supplied the base code from their commercial project. It might not be
ready, but keep your eyes open.

The advantages: It's FREE. It's OPEN SOURCE. You can Help...(no I don't but
I should)

It's the new standard for development and is used by number of large vendors
both commercial and not. It will make a good transition to that java job
you always wanted.

If you are rolling in cash one day IBM Websphere Enterprise Developer also
has an integrated z/OS package for remote compiling and running...I am in
the process of trying to set this up.
