How to update html page from another html page

I have developed one Real estate site for my client, now my client wants to
update the CurrentOffers.html page himselves, where in he wants to publish the
current deals in SELL, BUY, RENT IN/Rentout sections.
My client doesnt have the knowledge of Dreamweaver, html, or ftp. Hence please
give me the way of making this option simple to update the currentoffers page.,

i'm no expert ? but that sounds impossible.... kinda like asking your mechanic to fix your car but without using tools or a garage.
