Default IE says 'Allow Blocked Content' when opening SWF

I' m trying to make a html web site in flash, but Internet Explorer doesn't
open even the swf file, only after several clicks allowing to show the content.
The same with a published html file. I've tried it even with a blank /empty/
swf and html but the same thing happens. Spomebody help, how is possible to
create a html file from flash without having to 'allow' it in the Internet
Explorer? I also tried to place this swf to dreamweaver, but after publishing
to html the same thing happened.
