TLabel with scroll bar

Hi, I am trying to use a TLable to display text over graphics by using the transparent property of the TLabel. I want a scroll bar to pop up when there is more text than can be displayed. Does anyone know how to do this. I'm using C++ Builder 6.0. Thanks in advance.
