This would not have happened. The FL legislature was already on track to
certify the Republican slate of electors, before a recount could have been completed (remember, the legislature was under time pressure to certify by a given date or risk having FL's electoral vote not count at all). Had there been a full recount, there would have been a challenge to the Republican slate from the Democrats who won the recount, the US House of Reps would have rejected the Democratic slate (on purely political grounds) in favor of the Republican one, and Bush would still have won. That would have been preferable to the Supreme Court's short-circuiting the process as they did. [Note, I didn't vote for Bush and I didn't vote for Gore.
