Default Council offer to act over streetlamp ......... but ........



A simple email to Hampshire County Council about light trespass from a lamp
at the bottom of the garden has resulted in a quick site visit and an offer
of 1) Council will paint the streetlamp to reduce light or 2) fit a
downlighter. All praise to Hants cc for quick response ............

BUT ........ both options cost ME money. Only £30 for option 1) so
principles aside I'm prepared to pay, but should the council charge to put
something right that was wrong in the first place (i.a.w. institute of
lighting engineers

Option 3....pellet gun?

Still option 1 for £30 isn't too bad a result, let us know how
effective the paint job is. I've got a lamp that, while it isn't a
major problem, I gladly spend £30 to have the light reduced.

How about a creative route. The Human Rights Act says a public authority may
not prevent enjoyment of private property. Well, your telescope is your
property, and they're preventing you from enjoying it!

Yeesssss!

Option 3 is more like it. I cant beleive the cheek of any council, get out
there
man and give it a shake on a dark night(the post that is), that shuts them
up!!

Sure, as follows:

There is a streetlamp in a walkway which runs across the bottom of my rear
garden. The lamp is marked "10w499 CM 2".

This lantern is causing significant problems to me as an amateur astronomer.
In addition to contributing to skyglow, the lantern floodlights my garden
with direct spill light, causing light trespass.

I would be very grateful if you could address these problems by fitting a
shield to the light, replacing it with a different type of light, turning
it off in the later evening or removing it as you feel appropriate.

I'm sure you are aware that the issue of Light Pollution has been raised in
central government recently, and several campaign groups including the CPRE
(see http://www.cpre.org.uk/campaigns/lan...ght-pollution/)
and CfDS (Campaign for Dark Skies - http://www.dark-skies.org/) are active
in raising the profile of the problems caused both in terms of nuisance and
of wasted energy. The Institute of Lighting Engineers also have relevant
Guidance Notes on the subject:

If I have addressed this to the wrong department, please forward accordingly
and keep me informed.

Would any neighbours be able to argue (using the same Human Rights tosh)
that the loss of this light would prevent them from enjoying their property?
Just a thought.......

It depends what property they have. If they have personal jetpacks, then a
downward-targeted streetlight would affect their travels above its level,
but it's hard to think of anything realistic that could be damaged by having
such a light.

We had Blaby DC (Leicestershire) paint the streetlight outside black
on our side BUT...

... it was broken, and so we reported it as such and asked them, while
they were there...

... the front of the bungalow, and my bedroom window is still awashed
with yellow light. And, the light is still visible from the back
garden. Although the black paint made a little improvement, it was
only very little.


If they insist on charging you, have a natter with your local MP via
www.faxyourmp.com
Or just buy a bucket and a large stick...
