Is the formula

log_b x = (log_a x)/(log_a b)

(where a is usually taken to be e) not sufficient
to get you where you want to go? Of course, if b
is negative or complex, one needs to recognize that
the natural logarithm of b has multiple values, with
often no canonical way to choose among them.
