This is a bit of fun and an IQ test for contributors to this news group.
Somewhere in England there is a tunnel that is unnecessary. There is no hill above it to tunnel through. The photograph attached is unretouched and authentic. Solve, with one four-letter word )that doesn't start with "f"), why the tunnel was built.
I'll narrow it down: It is in the South East of England. You have all the resources you need to solve the problem. If you are a scientist with investigative capabilities, and access to the www, this should be easy, you have at your disposal all the resources you need.

It's a pretty ordinary-looking underpass, not what I'd call a tunnel. the
need for another road perpendicular to it is the reason for its existence,
it would seem. Probably not the answer you want, but I have never seen a
more typical underpass than the one in your picture.

Here is a guess. It is some sort of an "undercover" operation. No pun
intended. It has a secret branch off that can be used to move classified
cargo somewhere. It would deceive satellites and other unfriendly or
unsympathetic observers. Only those "in the know" would use the branch
off, and the ordinary observer would only see lots of traffic coming and
going. It could also be a tunnel under a body of water. Like the
French Channel.

Let's try again. The word is "Deed". Somebody deeded the land on
condition that no cars ever drive upon it. Someone figured out that it
would be OK to drive underneath the land. It was unnecessary in that
Parliament had passed a law abrogating all such restrictions.

Daniel, clever guesses are not called for. When you have the right answer,
you will know it is the right answer and be able to defend any challenge to
it. Put on your scientist hat. Investigate. Don't guess.

Androcles: You tell us not to guess but to investigate. What do you
mean by "investigate". What exactly are you telling us to do? Go to
south east England and start poking around?

Please explain your order to "investigate".

Its not an order, Daniel, nobody is compelling you to solve it. All I've
done is presented a problem, telling you that you have all the resources at
your disposal to solve it, and a scientist (or journalist such as Bonnie)
should be able to do so. If I give you any further hint, that would ruin the
exercise. I'll give you one more. Look at the photograph. This isn't in the
middle of London, it's daylight and there isn't nearly enough traffic for
that.
