All up - all down
It's pretty fair to say Ainge was as high on Banks as Wallace/Papile...
From the globe....

"When he took the job, it seems that the ownership already had targeted
Banks after some preliminary investigation. It turns out that Ainge had
likewise developed a Banks fixation, having originally been tipped off about
him by his son, Austin, who had actually been on the practice court with the
UNLV flash. Really. Would I make this stuff up?"
(Ainge quote)
''[My son] is the one who first told me, `Hey Dad, you've got to see this
kid Marcus Banks.' He has a teammate that was a teammate of Marcus Banks in
junior college and told us all about him, gave us great insight initially.''

On the other hand, Kendrick Perkins certainly appears to be a pick of the
old regime that Ainge approved of... With Perkins, IMO he is a good gamble
if he is truly a legitimate 6'10 without shoes with long arms... Obviously
he has to be considered somewhat of a project.
As for the number 1 PG on the depth chart.... I'm sure even if Banks was the
number 1 PG on the Celtics depth chart before Banks and Barbosa's individual
workouts with the Celtics was written with erasable ink. The workout are
what sealed the deal by most accounts.
If Perkins looked bad in his individual workout for the C's, I'm convinced
Papile would have lost his interest in Perkins.
