Two of the five members of my team are threatening to quit the league
effective immediately, and it is fairly likely that if those two quit,
another will follow suit.

The short story is that they're upset about some interpersonal issues
with one of the bowlers (that realistically can't be solved by kicking
that bowler off -- for a variety of reasons that I'm not going to get
into) as well as the fact that our team is completely non-competitive.
We're 3-33 at this point, the main reason being that the league has a
handicap cap at 60 and a couple of the guys are averaging around 120. To
be fair, we did not know about the handicap cap until the organizational
meeting -- and the sub 120 average bowlers were an unknown quantity at
that point.

Does anyone know the protocol on this? Has anyone had this happen before
in a league they run or participate in? I would feel terrible quitting
midyear, but I don't really see much of an option if they walk out as
threatened.

Thoughts?

I may be mistaken, but I believe the ABC has a rule specifically
banning capping handicaps. If this league is sanctioned, you should be
able to file a written protest and have the rule changed. If the
league isn't sanctioned, IMO, its not worth bowling in anyway. No
awards for any honor score you might happen to shoot, no legal average
for tournament play, no nothing. I'd quit too.

Unfortunately the rule stating that handicap may not be limited was a
WIBC rule, and was dropped last year or year before. The rule now
states that handicap may not be limited unless provided by league
rule.

I can understand a league establishing a rule like this because they
don't want beginners bowling, but if they do it is imperitive that the
league inform all bowlers that the cap exists and that everyone must
abide by it.

If you didn't know about the cap, and it has significantly affected
your team, I don't see any reason to be bothered by quitting. By not
informing you of the capo the league has failed in their job and you
shouldn't feel bad about quitting.

Handicap Leagues
Rule 100e. Handicapping is a means of placing bowlers and teams with varying
degrees of
skill on as equitable a basis as possible for scheduled competition. WIBC/ABC
league rules shall
apply to all WIBC/ABC handicap leagues, in addition to the following:
1. The percentage shall be 100% unless otherwise provided by league rule.
2. When the rules are adopted, each handicap league shall decide whether the
individual or
team method of handicapping will be used.
3. Handicap shall be figured from the average of each bowler as provided by
league rule. In
the absence of a league rule, handicap shall be figured on 120 until a current
average
has been established. Handicap shall not be limited, unless otherwise provided
by league
rule.

So, it can be limited as they seem to have done. The ABC(and the league) would
probably say that you had the option of backing out when the season started.
If the whole team quits, each bowler would only be liable for two weeks of dues
to avoid penalties from the ABC. Other than that, there's not too much the
league or the ABC could do to you.

Sounds to me like they're quitting cause you're 3-33 and they're just using
that other bowler they conflict with as an excuse.
